Washington Commons in West Sacramento Community Association
Our homeowners association (HOA), known formally as the Washington Commons in West Sacramento Community Association, was created in accordance with California’s Davis-Stirling Act and approved by the state Department of Real Estate. The HOA was incorporated in 2021 and activated in 2024 when members took ownership of their new homes. All members/homeowners in Washington Commons are members of the HOA’s Board of Directors, and all pay dues needed to cover operational expenses as well as maintain a reserve account for long-term maintenance and replacement costs.
Washington Commons HOA dues currently range from $432 to $531 per month depending on the size of the member’s home and garage space. Our HOA dues cover the following:
Property and liability insurance for buildings. Operating costs associated with common areas including the Commons dining room, laundry, bathrooms, kitchen, furnishings, patio terrace, common utilities, exterior lights, and exterior landscaping. City water and sewer fees, including hot water for all homes. City garbage trash and recycling pick-up. Common space internet infrastructure Charging infrastructure for electric vehicles Fire sprinkler and alarm system. Maintenance of landscaped areas. Reserve for building and property maintenance and replacement including exterior paint, roof, and all building wide systems such as heating and hot water. HOA administrative expenses and other Washington Commons Team expenses approved by the Board (i.e. the community).
What is not covered:
Personal property and liability insurance for the interiors of individual homes (sometimes referred to as “walls-in” insurance), which owners or tenants are required to have as a condition for owning or residing at Washington Commons. Individual utilities (other than water), including phone and individual internet service.
In Cohousing, the entire community is the HOA. At Washington Commons, we have an HOA Team that is working on redrafting our budget with a current understanding of expenses. Additionally, they are working with the various Washington Commons’ teams to incorporate their needs into the current and future budgets.

In California, we hire a professional consultant that specializes in HOA Budgets to do these since they also need to be approved by the State Department of Real Estate. Other states may be less regulated, but Fannie Mae and lenders do tend to ask for copies of your HOA budget. In any case, it is an educated guess about what it will cost to run your community after move in, but the dues as up front will establish expectations over the long term. It is much harder to raise HOA dues after move in. Ultimately, the community itself controls the HOA budget.
